It's definitely matt. Quickly dried but the colour payoff is not what I imagined it to be or what was showed on the label of the product. It's light lilac. Will suit someone with a brighter skin tone.

The actual colour when you apply this eyeliner is sooo different from the shade seen in the product image. It's an interesting and unusual reddish pink shade!! Beautiful, though!
